Since our previous update (September 2013), work has been on-going to fully define the user requirements and to determine the best way to exploit the commercial opportunity at Marchwood SMC.
The intention now is to grant a long-term concession at Marchwood SMC which will include the sale of a lease for the port and the delivery of the sea mounting services to MOD. The outcome however, still remains that the option must demonstrate value for money, be cost-effective whilst continuing delivery of Defence requirements.
This will ensure that the Military outputs can still be met while allowing greater economic and commercial benefit to be realised from the site.
As part of the ongoing process, a Prior Information Notice (PIN) has been published to notify potential bidders of informal market engagement. The intention is to further inform thinking on certain key parameters of the contracting structure, including how best to facilitate the commercial exploitation of the port and how best to contract for the services that MOD requires.
Following this, the current expectation is to submit a Review Note for Initial Gate approval in early 2014 with formal approach to the market around March 2014.
