Freedom of Information Publication Scheme

General Information

The purpose of the Publication Scheme is to make information held by the Parish Council accessible to members of the public, in compliance with the Freedom of Information Act. Information can be obtained by applying to the Parish Council office, in writing or by email, and arrangements for the provision of copies or inspection of information made by prior appointment. A charge will be made for the provision of photocopies (without breaching copyright laws) at the cost of 15p per A4 sheet.

Anyone can request information in writing or by email. The request must include details of the applicant and the information sought. The applicant has the right to be told whether the information is held by the Parish Council and to receive the information as a copy or a summary, if considered to be in the public interest. The Parish Council will respond within 20 days of the request. If there is any delay in the process or if a fee is required, the Parish Council can extend this period up to 3 months until the fee is paid, with notification to the applicant. The Publication Scheme will also identify where there are other sources of information held.

Council Practice and Procedures
Council and Committee Agendas & Minutes. • Agendas are posted on notice boards in the parish. Notes to the agenda are available from the office on request.
• Agendas and minutes are posted on the web-site. Minutes are available at local libraries and can also be seen at the Parish Council office, by appointment. Minutes over 5 years old are held in the County Archives in Winchester.
• Declarations of Acceptance of Office & Register of Councillors Interests and terms of reference for Committees. • Can be inspected at the Council office, by appointment. Copies are also held by the District Council monitoring officer.
• Standing Orders, Councillors Code of Conduct & Reports to the Annual Parish Meeting. • Can be inspected at the Council office by appointment.
Financial
The Annual Precept Figure. • Published in the District Council leaflet.
• Published in the Council minutes of December.
• Annual Budget in Summary Form. • Published annually in the Council minutes.
• Expenditure against Budget in Summary form. • Published quarterly in Council minutes.
• Payments made to contractors and suppliers. • Published quarterly in Council minutes.
• Loan sanction approvals.
• Annual accounts & supporting. information (limited to the last financial year).
•Financial Regulations & Risk
Assessment.
• VAT returns.
• Fees and charges applied by the Council.
• Members allowances.
• Grants made.
• Register of Assets.
• Can be inspected at the Council office by appointment.
Planning
• Lists of Planning applications • Displayed on notice boards, also available at District Council offices and web-site.
• Individual planning applications. • Can be inspected in the Council office by appointment, also available at District Council offices.
• The adopted & draft local plan. • Can be inspected in the Council office by appointment, also available at District Council offices.
Health & Safety
• Heath & Safety Policy. • Can be inspected in the Council office by appointment.
• Play area inspection records. • Can be inspected in the Council office by appointment.
Development & Implementation of Policy
• Responses made by Council to Consultation papers. • Can be inspected in the Council office by appointment.
Periodic Electoral Review
• This is information concerning changes to the electoral arrangements for Parish and Town and Councils. It includes recommendations for the creation of new wards, the amendment of existing wards, proposals for the names of new wards and alterations to the number of councillors to be elected to the Council. • Can be inspected in the Council office by appointment.

• Documents on the last Boundary Change • Can be inspected in the Council office by appointment.
Employment Practice and Procedure
• Terms & conditions of employment. • Can be inspected in the Council office by appointment
