MINUTES OF THE PLANNING COMMITTEE MEETING HELD IN THE PINE ROOM, MARCHWOOD VILLAGE HALL ON 7th JULY 2008.

PUBLIC PARTICIPATION
2. Lady and Gentleman from Wrenwood at Pooksgreen spoke at the meeting to explain that the mobile home that has been located at their property is being used solely for the storage of animal feed. It is not being used as a residential dwelling and will not be used for this purpose in the future. They are in the process of applying for planning permission to rectify the situation. Access to the field has always been there it is just that they have recently improved this to make it safer when they are on the site.
DECLARATIONS OF INTEREST
3. Cllr F White declared an interest in planning application 08/92533 23 Bilberry Drive, as access to this site is across Cllr White’s drive way.
ELECTION OF VICE-CHAIRMAN
4. RESOLVED: That Cllr Mrs S Thery be elected as Vice-Chairman of the Planning Committee for 2008/09.

PLANNING APPLICATIONS
7. RESOLVED: To submit observations as follows:
08/92269 - Land Adj. Marchwood Terrace, Main Road: House. Refuse for the following reasons: The additional height of the building is out of character with the surrounding area. This is against policies DW-E1 and BU-H1 of the New Forest District Local Plan First Alteration, adopted August 2005.
Parking, the amount of parking to be provided with the development is now not at the level accepted by New Forest District Council as amended by the SPD The provision of car parking space in residential development (outside the New Forest National Park).
The site is prone to flooding and this need’s to be taken into consideration when deciding the planning application.
Highway safety during construction if the application is approved. The application site is located on a blind bend in the road. There is no parking space to the front of the site and any deliveries would cause a road hazard. This is the main road through the village centre and is also a bus route. There is also no parking available near the site for builders and contractors if permission is granted.
The parish council have been advised that there are protected species on the site in the form of Slow worms and Stag Beetles.
08/92466 – 11 Tanglewood: Single storey extension, new entrance gate. Support
08/92533 – 23 Bilberry Drive: Single storey rear and side extensions, two storey front extension. Support, if planning permission is granted please could consideration be given to adding the following condition ‘That any damaged caused to the driveway accessing the development during construction is corrected by the developer and the drive is reinstate to its previous condition’.
TREE WORKS APPLICATIONS
8. RESOLVED: To submit observations as follows:
08/0200 – 31 Kestrel Close: T1 &T2 Oak, crown thin by 20%, crown lift and remove ivy. Support.
PLANNING APPEAL
9. 08/91771 – 9b Park Close: proposed roof alterations in association with new first floor; dormer; 3 rooflights. Noted the letter that the Clerk to the Council submitted.
COMMUNITY PLAN UPDATE
10. Flood Defence – work has started and is due to be finished by October this year. Waterside access project is starting to be implemented and it is hoped that the benches will be installed ready for the summer.
Safe footpaths and cycle ways – Nick Farthing from Sustrans is working on this with the working party and is moving forward positively. The Infant School are very involved.
A326 – the bollards are now in place.
Husbands Shipyard – the EIA (Environmental Impact Assessment) application has been submitted to NFDC.
Lorry ban – report at Appendix A. It was suggested that this be approved at Parish Council as its needs approval for spending and other lorry problems within the village need to be considered and discussed.

b) New Forest District Council: Notification that planning application 08/92308 18 Willow Drive will be going before NFDC planning committee on 9th July 2008 and representatives are welcome to attend and speak. Clerk to the Council attending.
c) Mr & Mrs Lawford: Copy of objection letter to planning application 08/92269, Land Adj. Marchwood Terrace, Main Road (circulated). Noted.
d) New Forest District Council: planning application 08/92035 14 Long Lane granted permission for one & two storey rear extension. Noted.
e) New Forest District Council: planning application 08/9203 16 Long Lane granted permission for front porch; first floor rear extension. Noted.
f) New Forest District Council: planning application 08/92219 Marchwood Power Ltd, Oceanic Way agrees to the variation of condition to relief of Condition 5 of GDBC/C/001/0021 PP3214 to allow alternative routings in transportation of abnormal loads due to technical and logistical restrictions on the MOD facility. Noted.
g) New Forest District Council: planning application 08/92289 39 – 62 Africa Drive granted permission to enclose entrance porches; new glazing; pvc cladding to communal areas. Noted.
h) New Forest District Council: planning application 08/92311 Marchwood Junior School granted permission for continued siting of classroom (temporary permission for a period of 4 years). Noted.
