MINUTES OF THE PLANNING COMMITTEE MEETING HELD IN THE PINE ROOM, MARCHWOOD VILLAGE HALL ON 28th JULY 2008.


PRESENT:

Cllrs M Saxby (Chairman),

IN ATTENDANCE:  

Mrs M Wathen (Clerk to the Council),

Mr A Stevens (Community Plan Co-ordinator).

ALSO PRESENT:   

Cllr A Shotter,

Mr Ben Chase and 2 members of the public.

APOLOGIES:           

1. Apologies were received from Cllr G Walmsley.

PUBLIC PARTICIPATION

2. Cllr Shotter reported that 2 trees had been cut down on Long Lane.  NFDC are aware of this as the trees are protected.  However, the trees were damaged and needed to be removed.  They will be replaced at the end of the summer by some new ones but of a different species.

DECLARATIONS OF INTEREST

3. No declarations of interest were made.

4. The Chairman wished everyone and enjoyable summer break and looks forward to seeing everyone in September.

GUEST SPEAKER

5. Ben Chase from Automove attended to explain the proposals for a park and ferry link from Marchwood to Southampton.

 

Automove and Blue Funnel Ferries are hoping to provide a fast, frequent, cost effective and reliable service between Marchwood and Southampton. 

 

The proposals are still very much in the early days and talks are continuing with several different parties including Southampton City Council, Hampshire County Council, New Forest District Council and Marchwood Parish Council.  Talks are still to take place with ABP.

 

They are hoping to provide an all day and evening service but this will depend on demand and funding.  The issue of subsides and funding has not yet been resolved.  They are hoping that concessionary passes will be able to be used on the service but again this will be dependant on funding.

 

The ferry will leave Marchwood from the old Husbands Shipyard at the bottom of Cracknore Hard Lane.  They are hoping to have parking for around 200 cars and the cost of the ferry ticket will include the cost of parking for the day.

 

If the demand exists they may in the future provide a minibus link with the village to allow residents to travel to the ferry without having to use their cars, this would assist the residents that do not have access to a vehicle and provide a safer alternative than walking to the ferry.

 

They are hoping to use a new type of ferry that is run on Hydrogen and is carbon neutral.  It also produces less wash and so will help to protect the shore line from any additional erosion.

 

It was highlighted that the ferries would need to carry bicycles and this was noted by Ben as a useful comment.

6. RESOLVED: To confirm the minutes of the meeting held on 7th July 2008.

PLANNING APPLICATIONS

7. RESOLVED: To submit observations as follows:

 

05/85969 – Husbands Shipyard, Cracknore Hard Lane:  263 berth marina; marina facilities building; associated parking; access alterations (ENVIRONMENTAL STATEMENT SUBMITTED) 

 

Support as the application is in accordance with policy MA-3 of the Local Plan First Alteration August 2005.  The proposal will provide additional employment and will improve the appearance of the waterfront area. 


However, it is requested that a full planning application is submitted so that detailed plans are produced to show the features and appearance of the buildings and surroundings.

 

08/92503 – 9 Evergreen Close:  rear conservatory; rear dormer. 

 

Support as the application is in accordance with policies DW-E1 of the Local Plan First Alteration August 2005.

 

08/92684 – Wrenwood, Pooksgreen:  detached garage.  Support as the application is in accordance with policies DW-E1 of the Local Plan First Alteration August 2005.


However, it is requested that a condition be added to the decision notice if approved that requires the garage to be used solely for personnel use and not commercial.

TREE WORKS APPLICATIONS

8. RESOLVED: To submit observations as follows:

 

08/0216 – 30 Kestrel Close:  T1 Oak – crown thin by 20%, crown lift and remove ivy. This application was withdrawn before the meeting.

 

08/0222 – Bessant Cottage, Hythe Road:  Oak deadwood and crown reduced by 2-3m.  Support.

 

08/0232 – 12 Drakes Court, Quayside Walk:  T1 Oak – reduce and shape crown by 1m, crown lift to 3-3.5m, crown thin by 10-15% and crown clean.  Support.

COMMUNITY PLAN UPDATE

9. RESOLVED:  That the consultation paper attached at Appendix A be approved with the typing errors amended.  This can then be reproduced and issued in the September issue of the Village News.

 

Ensure that the open day presentation is advertised in as many places as possible.

CORRESPONDENCE

 10.

a) Mr & Mrs Colclough:  copy of objection letter for 08/92269 Land Adj. Marchwood Terrace, Main Road (circulated).  Noted.

 

b) New Forest National Park:  enforcement list for 4th July 2008 (circulated).  Noted.

 

c) New Forest District Council:  planning application 08/92308 18 Willow Drive granted planning permission for roof alteration; 4 rooflights in association with new first floor (Variation of Condition 3 & 4 of planning permission 90106 to allow rooflights to be clear and openable).  Noted.

 

d) New Forest District Council:  planning application 08/92310 31 Poplar Drive granted planning permission for two storey rear extension.  Noted.

There being no further business the meeting closed at 2053.
